In Praise of the Public Sector

I'm in a particularly grumpy mood this morning as I think about the almost-completed water tower maintenance in our small town and the inconvenience that came with it. Today's newspaper had several critical letters to the editor.

I have a more-appreciative attitude. We should be grateful for the wisdom and courage of our Mayor and City Council to undertake a very necessary project that they knew up-front would bring out a lot of complaining. The fact of the matter is that the temporary inconveniences were an entirely unavoidable part of the job. It’s where we needed to go and what we needed to do. We ought to be thanking our public servants instead of giving them grief.
Sometimes we forget that government, the widely-despised “public sector,” is really us – you and me and those of our neighbors who, for some deficit of sanity, feel compelled to render an extra measure of service to their communities. And the thanks they get? A general unwillingness to grant them the resources and cooperation they need to fully achieve the many responsibilities we demand of them.

In the past, as one nation conquered another, assimilation policies affected public welfare. Where deliberate steps were taken to introduce mainstream society and outside cultures to each other, the conqueror benefited from increased diversity and reduced rebellion.

The Ottoman Janissary system seems similar to the Assyrian practice of assimilating and dispersing conquered peoples. For instance, the Israelite Daniel and his companions were taken into the court of the Assyrian king for education and eventual responsibility in governing his empire.

The millet system’s tolerance for other religions was practical, as people are most likely to fight for the religious practices that are ingrained in their world views. Who would you more likely want to displease; your God or some remote king-at-this-time?

You have seen me struggling to make sense of the differences between conservatives and liberals, the balance between personal liberties and public responsibilities, and persistent class differences in America. Today, I read an article that suggested a difference between American elites that fills in a gap in my thinking. Naturally, I’m excited and want to share.

Despite our belief that all men are created equal, we have always understood that some of us have advantages of education, wealth, connections, and influence that are not shared equally. And, as a competitive capitalistic society, we mostly accept these class differences in the hope that someday we, or our children, might become rich and powerful too. We expect to always have our elites.

The thing that got my attention was the idea that, in America, there are two major background philosophies among our elites. Some derive their life-views from Puritan thought while some get their thinking from Plantation attitudes. This makes a difference in how a person of privilege thinks about

What does America need from her citizens?


I am struck by two dramatically different ideals of citizenship that are currently being promoted. These are fundamentally opposed cultural and political belief systems. I’ll compare these in the areas of human nature, education, work, and citizenship.

1] One idea is that we are fallen, weak, unable to manage ourselves, and in constant need of strong guidance, rules, and punishment. All children are born rebellious and need strict control so as to learn values, accept limits, and thereby lead a good life.

Children go to school to learn what experts have decided that they need to know. This includes how to obey authority, stay on task, and work together in groups.

This kind of education, common from the start of the industrial revolution, trains workers for manufacturing and service employment. These students are able to comply with supervision and management by their superiors — without exercising independent judgment or becoming a disruptive influence. This prepares them to be obedient followers and worker drones.

2] An alternate idea is that a Democracy requires participation by a widely-informed citizenry accustomed to reasoning on ideas, discussing alternatives, and making choices.

People are assumed to be fundamentally decent, inquisitive, and capable of learning how to make good choices. Children can and should be shown that they are worthy and able to

A liberal education is needed to participate in democracy


Our Democracy requires the participation of informed citizens. How do citizens become competent to become active in government, working to create a better country for their neighbors? Education at home and at school is a key factor.

A successful democracy assumes that people are basically good and decent and that they should make responsible choices for themselves. Without the general moral and intellectual capacity of its citizens, it would be impossible for a constitution to grant universal citizenship and self-governance.

Parents and schools are expected to bring out the best in our children. The best involves more than prescribed knowledge and obedience to authority; it includes self-knowledge, self-discipline, and the enduring desire to keep on learning. We hope to maximize every child’s potential. We want every person to have the liberty and ability to pursue the adventure of a productive and satisfying life. Further, we expect that the success of every person contributes to the collective success of our communities and our nation.

Liberals blame external causes. Conservatives blame internal causes.


Among the many opinions about the differences between Conservatives and Liberals, some point to the difference of blaming internal or external causes. “If you were to ask people about the cause of someone’s problems and sufferings (such as homelessness), you will hear two very different explanations.”

If you are a conservative, they point out, you will blame internal causes such as a lack of work ethic, family or religious values, sense of shame, or some other personal weakness.

If you are a liberal, your explanation will likely focus on external causes such as lack of education, oppression, social injustice, or some other influence outside of their control.
