Understanding and Responding to Terrorism

Terrorism is a symptom of persistent social problems. It seeks to express resistance and create change by means of out-sized aggression. It uses “blind criminal violence” to motivate others to include the terrorist in their calculus of choices and behavior – or weaken themselves by reacting poorly.

Terrorism is usually a form of communication that is meant to produce powerful emotional responses. Whatever motivates any given terrorist, we are obliged to notice their act. Certainly, understanding terrorists’ motives is vital to designing an appropriate counter-terrorism response. Terrorism is not a single-issue problem and does not have a single-tactic solution.

Several years ago, I had the opportunity to discuss terrorism with James Hippensteel, a professor of history in North Carolina. He startled me with an observation that I remember as: “Terrorism is the last resort of the desperate and impotent to gain recognition of their grievances and prosecute their struggle against a superior and overwhelming power.” Dr. Hippensteel was careful to point out that he was not arguing that the use of terrorism was defensible but that, like smoke from a fire, it should be recognized as an indicator of an underlying unresolved issue.

Initially, I thought this “last desperate resort” observation on terrorism only applied to those who were oppressed and disenfranchised. These might include peoples experiencing genocide, slavery or subjugation. I thought of these as fundamentally sympathetic people, deserving empathy and active intercession. There are certainly many whose lives feel so hopeless that it becomes easier to choose to die than continue to struggle. And, why not die with honor, believing your death has meaning?

Eventually, it occurred to me that terrorism is also used by those who are very isolated and inflexible such as primitive tribes, authoritarian religions, and the politically indoctrinated. I thought of these people as deserving careful nurturing while they are encouraged to learn how to relate to their neighbors with greater maturity.

Later, I recognized that terrorists include some who simply seek to gain some advantage and have no compunctions about hurting others to get what they want. I think of these as sociopaths, deserving contempt and active prosecution to prevent their continuing aggression.

Finally, just when I was self-satisfied with my analysis and deconstruction, I realized that most terrorists fall under more than one of these categories. The world’s problems are complicated and any effort to resolve them requires well-informed, nuanced, manifold, dynamic and flexible responses.

When you say “WE,” just who do you mean?


Family is always, obviously, “WE.” But stopping there just puts too many limits on the culture that we can achieve. If WE is only family, you need a strict father or tribal chief to enforce order and to lead YOUR cousins on plundering raids against OTHER families or tribes.

If your WE is too small, you have to always arm yourselves and be vigilant to protect your life and property against the next small group that defines “US” as just “OUR family” or “OUR tribe.” 
Without broader cooperation, life just becomes too hard and too dangerous and it often becomes necessary to attack other families or tribes to survive. Our philosophy becomes, “If we do not stand for ourselves, first, foremost, and always, we stand to fall.” If WE is too small, it is moral to take what YOU can from THEM because OUR needs are more important to US because survival is always the highest value.

Or, do you get your values and sense of who you are from a larger association, community of faith, or regional alliance? Do you identify primarily as Scandinavian Lutherans or Southern Baptists? Is YOUR version of God the ONLY TRUE God? My, how comforting that

It should not be surprising, in our scientific, technological world, that faith has been subjected to empirical studies and analysis. Hold onto your hat: it turns out that both people and communities of faith develop through a predictable series of stages… or find a comfortable level and stay there.

James W. Fowler, a minister in the United Methodist Church, wrote “Stages of Faith” in 1981 while a professor of Theology and Human Development at Emory University. Additional research has followed. Here is a summary of the results.

Preschool children often confuse fantasy and reality. Their mix of ideas are picked-up, but not fully-developed, from those around them. They may believe in God and the Tooth Fairy, but already know that the guy at the mall is not really Santa.

School-age children begin to use logic and take things very literally. They may strongly and stubbornly hold onto ideas that come from trusted authorities. Their parents may still be insisting on the details of

Scene – In the Market

Two women in conservative dress meet in a market. They may be pushing carts or carrying baskets. There are no extras in view. The younger speaks first, addressing the older.

Rachel
Oh, Sister Abigail! I am so glad to see you again. It has been some weeks and so much has come to pass.

Abigail
Yes, my dear Sister Rachel. May the Lord’s blessings, comfort, and love be upon you in your time of distress.

Rachel
The Lord and his Church have been exceedingly kind. Each family, in its turn have come to sit and break bread with me. Pastor Thomas took the lead in putting my husband to rest after his passing, and no trouble has come upon me.

Abigail
Then all is well. How come you here this day up?
