Understanding and Responding to Terrorism

Terrorism is a symptom of persistent social problems. It seeks to express resistance and create change by means of out-sized aggression. It uses “blind criminal violence” to motivate others to include the terrorist in their calculus of choices and behavior – or weaken themselves by reacting poorly.

Terrorism is usually a form of communication that is meant to produce powerful emotional responses. Whatever motivates any given terrorist, we are obliged to notice their act. Certainly, understanding terrorists’ motives is vital to designing an appropriate counter-terrorism response. Terrorism is not a single-issue problem and does not have a single-tactic solution.

Several years ago, I had the opportunity to discuss terrorism with James Hippensteel, a professor of history in North Carolina. He startled me with an observation that I remember as: “Terrorism is the last resort of the desperate and impotent to gain recognition of their grievances and prosecute their struggle against a superior and overwhelming power.” Dr. Hippensteel was careful to point out that he was not arguing that the use of terrorism was defensible but that, like smoke from a fire, it should be recognized as an indicator of an underlying unresolved issue.

Initially, I thought this “last desperate resort” observation on terrorism only applied to those who were oppressed and disenfranchised. These might include peoples experiencing genocide, slavery or subjugation. I thought of these as fundamentally sympathetic people, deserving empathy and active intercession. There are certainly many whose lives feel so hopeless that it becomes easier to choose to die than continue to struggle. And, why not die with honor, believing your death has meaning?

Eventually, it occurred to me that terrorism is also used by those who are very isolated and inflexible such as primitive tribes, authoritarian religions, and the politically indoctrinated. I thought of these people as deserving careful nurturing while they are encouraged to learn how to relate to their neighbors with greater maturity.

Later, I recognized that terrorists include some who simply seek to gain some advantage and have no compunctions about hurting others to get what they want. I think of these as sociopaths, deserving contempt and active prosecution to prevent their continuing aggression.

Finally, just when I was self-satisfied with my analysis and deconstruction, I realized that most terrorists fall under more than one of these categories. The world’s problems are complicated and any effort to resolve them requires well-informed, nuanced, manifold, dynamic and flexible responses.

A rant on the use of violence


Although good fences may be said to “make good neighbors,” hatred, blood-feuds, violent lust for revenge, and terrorism do not make good neighbors. Terrorism is often considered to be the use of violence by disenfranchised (not yet victorious) organizations or individuals against non-combatants to coerce political, social, or economic change.

Similar violence by established authorities is often considered “counter-terrorism” and “collateral damage.” Similar violence by successful “freedom fighters” is often considered heroic. In any event, targeting civilians is generally considered bad sportsmanship and should be frowned upon and viewed as unworthy of true gentlemen.

Likewise, Westerners may prefer to discuss the “ignominious French-Algerian War,” while North Africans refer to the glorious “Algerian War of Independence.” In any event, this war ran from 1954-1962, after over 120 years of French “international support” (or “imperialist colonial occupation and subjugation.”) History records similar atrocities committed by, and against, both sides during this war, regardless of issues of just or unjust causes.

Because history tends to repeat itself, thoughtful men have carefully examined this paroxysm of French-Algerian violence to learn lessons so as to avoid confrontation (or to prevail) in the case of similar circumstances arising again. One hopes that the motive in examining past terrorism is not isolated to refining more-effective

A poem of the “police action” in Vietnam. Also a disturbing piece. Note: contains violence and some profanity. This is mean stuff for grownups. Even the ending line of every stanza shatters the cadence and rhyme of what came before.

Nothing so rapturous, so beauteous, and grand
As napalm applied to a section of land.
Earth dances and sways and it bucks where you stand;
Consuming at once, in cataclysmic orgasm, every foe, every friend, every frond, every f-ing leach.

Don’t know when to duck; there’s never alarm.
Shot at by snipers. Pinned down near some farm.
I cradled a buddy as he died with no arm.
He gave as a gift the last whisper of breath from his lips.

The Strange Kid

This poem was written several years before the 2012 mass-shooting at the Sikh temple in Wisconsin. It addresses the kind of bigotry and prejudice that springs from fear and hate. The ideal cure for such violence is for us to get to know our neighbors, find common ground, and become true friends.

Since we first all went back to school
There’s been a boy who’s new.
He’s different in a lot of ways.
He’s not like me and you.
He wears a white cloth ’round his head
Because he is a Sikh.
He doesn’t want to take it off
To let us have a peek.
His name is even funny too,
And very hard to say.
So Bobby likes to make new names
We call him by each day.
He will not eat a hamburger
Or any kind of meat.
His mother sends him rice stuff that
Smells spicy, strange, and sweet.
